Is there something different about 90 and 91+ ECUs that would make NLTF not work correctly?

Background:
My friend Nick added the 2-step and NLTS code for me recently. The 2-step is set to 5500 and the NLTS is at 6000. I cut the wire on pin 104 and just left it hanging (didn't connect it to the clutch wire, it's just floating). I took the car out expecting to bang the gears at 8500 but when 5500 came up it fell on it's face. This implies that the speed sensor isn't working; I verified it does work with an o-scope in the past but just decided to have him remove the code that checks to see if the car is moving since NLTF is really what I'm after.

He changed the code so anytime the clutch is in the limiter changes to 6000 regardless of the cars speed. I revved the car up in the garage and it stopped at 6000.

That gives? Doesn't pin 104 have an internal pull up and just need to be grounded?

Nick's theory on this seemed the strongest, no speed sensor input?
