Provincial differences aren't that great, but I bet you state is a little more involved. Roughly same concept, just different signs above the agencies you will be faxing/emailing/visiting.

Won't even talk about getting that car into California. Looking at all their rules, I am surprised that there is not a swastika on their Environmental letterhead.

More information on bringing a vehicle into Canada via RIV process. This only applies to cars that are 15 years old and newer, so a 1989-1992 Colt is well outside of that window and therefore is exempt from the importation RIV program.
Hope this helps more people when it comes to importation.
