Ive been looking for wheels for my colt, found some I like but don't know a ton about offset and what not. I am wondering if a 15x7 wheel with a +25mm offset work on a 92 colt?

the wheels I am looking at:

+25 would work well if you were lowered and did at least a fender roll, you might need to pull to fit them. But don't buy XXR. They are knock off junk.

+25 will not fit without sticking out a fair amount past the fender. This would be dangerously approaching hellaflush territory, which is unacceptable.

The ideal offset for a 7" wide rim is +40mm, give or take about 2mm.
