So i went to the junkyard today and surprisingly found a mitsubishi expo (colt vista). It had a gauge cluster with a tach and i was wondering if the cluster is swapable with a 91 base model colt?

Should be. The MPH might be off but since both are SOHC it should work pretty good. My dad has a expo engine running off the colt tach and it works.

That would be my only concern is how it bolts in. Possibly wiring. Do have a picture to compare? Have you looked at the harness?

They are nowhere near bolt in. You need a tach cluster from a 89-92 csm.

Not really, nothing easily at least. Find a tached cluster from any 89-91 csm and it swaps right in, no wiring needed, the tach will work off the factory harness.
