Internal play in the tooth contact area is normal for any two parts meshed together just like a differential.
If everything else is tight, suspect the rack and or the column. If the column has a U-joint of some sort it can have play also. The "slip" portion on most is not supposed to have play or usually you hear it first.
Check the FSM for the exact spec in degrees of wheel movement from center, before it moves the wheels to know if it is within spec. The contact pattern can be changed on some steering gears (recirculating ball), but for our type, I would have to double check if this is applicable or not. There is only one nut that sets preload inside.
There was talk of 4G racks being identical in many respects, so do some picture sleugthing of the two.
