I have a 91 dodge colt that i want to put some different wheels on it but there are 4 bolts on my front wheel drums that stop wheels from sucking up.. is there anything i can do about this

What wheels are you trying to put on. You'll have to find wheels that have space necessary for the bolts on that stick out on the hub. Not much else you can do about that.

I installed universal 4 lug wheels. To fit around the captive rotor bolts I reamed out the unused lug holes a little with a high speed dremmel so they fit over the bolts. Works great.

well i thought about doing that but we were worried that we would weaken the wheels

You can always change to a non-captive brake set up. There are lots of links on here showing how to do such.

Just buy a cheap 4 lug universal wheel spacer. Not the best way to do it but it works in a pinch.

You can also use two headbolt washers per lug, that spaces it out just fine. That's how my colt came when I bought it.

I used to run the wheel spacers for that reason. I did still have to grind a little off the heads of the offending bolts too, but not much.

I would invest in a front brake upgrade as well since stock brakes and hub doesn't help at all with aftermarket wheels
