Wow, something is wrong for sure. I was averaging in the low 30's on my old 8v colt. How does it run? Check engine light on?

Your check engine light may not be functioning, but you can still check for error codes stored in the ECU. I remember now, you had the problem with the Check engine light missing/not working.

If your TPS is functioning correctly, then at idle it will read something like .05 volts ...and it goes all the way to 5 volts at full throttle. So yes, if it's telling the ECU that you are full throttle when you are not, the ECU will try to dump more fuel in to the mixture, which will cause high fuel consumption.

my TPS reading on TPS input signal when remove on the throttle rod is 5V, and even when installed and adjust it still reads 5V so i think its already shorted and the TPS is busted because base on my research see below

Replace the ECU! I had one that would let my car over fuel to the point that you could smell raw fuel comming out of the exhaust. I replaced the ECU and the problem went away. Take the ECU out of the car and remove the cover. I had a can type cap the had burned up and was leaking goo onto the board.
