Find the TPS, follow the wiring that goes to a connector on the firewall. Once you've located it, use a Voltmeter/Multimeter by sticking the leads into the two wires coming out of that connector on the firewall, set it to 5 or 10 volts and turn it on. Got that part done.

Now turn the ignition key to the ON position without starting the car, then go back to your Voltmeter. With the key on it is sending 5 volts to the TPS. If you have the two leads on the correct wires (positive, negative) then you should already be seeing a readout from the TPS. I believe if the Throttle body is closed, you will get a base read of .05 volts. If it's two high, simply loosen the two screws holding the TPS and rotate it, watching the voltage change until it is at factory spec. Done....then remember to tighten the TPS back down.

If you are absolutely sure that you tested the TPS, and all it reads is 5 volts no matter, then your ecu thinks you are at full throttle 100% of the time....you will have shitty gas mileage and overall running performance. You can also check to see if it changes resistance as you rotate the TPS, but it sounds like something is really wrong with it. Can you get another one to test out?
